If any subscriber terminates service because of the franchisee’s failure to render service to the subscriber of a type and quality and in the manner provided for herein or because the franchisee ceases to operate the system authorized herein for any reason except expiration of the franchise, the franchisee shall refund to the subscriber a portion of the initial connection charges which corresponds to the fraction obtained by dividing the number of months of service received by the subscriber by 12.
