The subscriber rates and charges imposed by the franchisee with respect to service to multiple-family units shall not be increased or affected, either directly or indirectly, by reason of any payment or payments which the franchisee may make to the owner of any multiple-family unit or any other person for the privilege of installing service or access to the multiple-family units.
