§ 111.19  REQUIRED SERVICES AND FACILITIES.
   (A)   The franchisee’s distribution system shall initially be capable of carrying at least 20 channels of television breadth.
   (B)   In conformance with Federal Communications Commission rules and regulations, certain of the franchisee’s channels shall be dedicated as access channels and charges for use thereof shall also be in conformance with FCC rules and regulations.  The franchisee is encouraged to employ a program and production consultant to promote public use of the access channels and to advise public users.
   (C)   (1)   Each franchisee shall upgrade its facilities, equipment and service so that its system is as advanced as the current state of production technology will allow.  Each franchisee shall install additional channel capacity as required to keep channel capacity in excess of the demand therefor by users.
      (2)   At all times, each cable system shall be no less advanced than any other system of comparable size, excepting only systems which are experimental, pilot or demonstration.
      (3)   The Board of Commissioners shall order a franchisee to comply with this division in case of specific violations, which it may investigate upon complaint or on its own motion.
   (D)   The franchisee shall, at the request of the Board of Commissioners, interconnect its cable system with all other contiguous cable systems and the franchisee may interconnect with any other system or service.
