The franchisee shall obtain pole space and other facilities from the town, utilities and other lawful users of the public ways at its own expense and cost. The franchisee shall obtain permission from the town before erecting any new poles or underground conduit. Where reasonably available, utility poles of the town shall be used in preference to those of any other utility. Pole usage and rental shall be as specified in pole attachment agreements entered into between the franchisee and the town or other applicable utility.
