§ 98.23  CERTAIN IMPROVEMENTS AT COST OF TOWN.
   (A)   Street surfacing or resurfacing improvements at street intersections, exclusive of sidewalks at these intersections, shall be paid for by the town.
   (B)   The town shall also pay all costs involved in street drainage, piping, catch basins, manholes and associated structures wherever located, except on private property.
   (C)   On streets which are curbed and guttered and surfaced with permanent-type paving from curb to curb, any resurfacing shall be considered maintenance and shall be done at the expense of the town without assessment against the abutting property owners.
