(A) The provisions of this subchapter shall not make it mandatory upon the Board of Commissioners to approve any petitions for local improvements, nor shall the Board of Commissioners be obligated in any manner to cause any local improvements to be made pursuant to any petitions that may be approved.
(B) All improvements made or authorized by the Board of Commissioners shall be subject to the availability of funds.
