§ 93.01  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   GARBAGE.  Organic waste matter, both animal and vegetable, from houses, kitchens, restaurants, hotels, hospitals and the like and it comprises chiefly waste food.  GARBAGE does not include moisture that may be drained in the sewer.
   HAZARDOUS WASTE.  A solid waste or combination of solid wastes, which because of its quantity, concentration or physical, chemical or infectious characteristics may:
      (1)   Cause or significantly contribute to an increase in mortality or an increase in serious irreversible or incapacitating reversible illness; or
      (2)   Pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported, disposed of or otherwise managed.

   REFUSE.  Ashes, tin cans, dirty rags, trash, house sweepings, paper, paper cups, shavings, bottles and other rubbish.
