(A) The provisions of this traffic code shall apply to the driver of any vehicle owned by or used in the service of, the United States government, the state, county or town and it shall be unlawful for any such driver to violate any of the provisions of this traffic code, except as otherwise permitted herein or by state law.
(B) While actually engaged in maintenance or construction work on the highways, but not while traveling to or from such work, drivers of vehicles owned or operated by the state or the town are exempt from all provisions of this title, except as set forth in G.S. § 20-168(b).
