(A) The Board of Commissioners shall have the right to establish and modify rules and regulations applicable to its sewer service, which rules and regulations shall be enforced by the proper officers of the town and complied with by all consumers. The rules and regulations may be in addition to the ordinances.
(B) A copy of the rules and regulations so adopted shall be on file in the office of the Town Clerk for examination by consumers.
(C) No promise, agreement or representation of any employee of the town shall be binding upon the town, except as it shall have been agreed upon in writing, signed and accepted by the proper officers of the town. No modification of rates or any of the rules and regulations shall be made by any agent of the town.
