(A) The provisions of this subchapter shall not be applicable to extensions to the sewer system that are made pursuant to a written agreement between the town and any county or counties within which the town or any portion of it is located or any industrial development commission or authority or business development authority of the county or counties.
(B) In such case or cases, the terms and conditions of that agreement shall govern.
