(a) No person shall burn.or permit to remain burning upon any premises, lot, street, alley or public place within the City, any loose, dry paper or dry combustible material of a non-noxious nature at any time during the day or night except between the hours of 6:00 a. m. and 8:00 a.m., during the months of January through December, during which hours burning of the same may be allowed in residential zoned only, and in salamanders, wire baskets, incinerators or masonry enclosures, to accommodate the burning of normal and reasonable household accumulation.

(b) All other fires, including, but not limited to, all fires in business districts and fires following construction or reconstruction, but excluding all fires used primarily for cooking purposes, shall not only be confined to the hours set forth in subsection (a) hereof, but, in addition, shall not be started unless a prior permit for the same has been issued by the Bureau of Fire, which permit shall be issued by order of the Fire Chief or his duly authorized representative.

(c) There shall be no burning on Sundays.
