1476.01 STATEMENT OF FINDINGS.
   The City of Sharon finds that:
   (a)   Inadequate management of accelerated and/or redirected runoff of stormwater from land development and/or alteration throughout the City may increase flood flows and velocities, contribute to erosion and sedimentation, overtax the carrying capacity of streams and storm sewers, greatly increase the cost of public facilities to carry and control stormwater, undermine flood plain management, reduce groundwater recharge and threaten public health and safety.
   (b)   A comprehensive program of stormwater management, including reasonable regulation of development and other activities causing accelerated or redirected runoff, is fundamental to the public health, safety and welfare and the protection of the people of the City of Sharon, their resources and the environment.
