The City may acquire, by purchase, donation or condemnation, historic easements in any area within its jurisdiction wherever and to the extent that Council, upon the recommendation of the Historic Preservation Commission, determines that the acquisition will be in the public interest. For the purpose of this section, "historic easement" means any easement, restriction, covenant or condition running with the land that is designated, preserved, maintained or enhanced as all or part of an existing state of places of historic architectural or cultural significance.
