(a) An Historic District shall be established by ordinance of Council. The ordinance, prepared by the Historic Preservation Commission, shall be passed finally only after an opportunity for a public hearing and review by the Planning Commission. Approval by the Planning Commission shall not be a prerequisite to the final passage of such ordinance, but a public hearing and review and comment by the Planning Commission shall be prerequisite.
(b) Before the establishment of an Historic District, the Historic Preservation Commission shall conduct studies and research to make a report on the historical significance of the exteriors of buildings, structures, features, sites, objects and surroundings in the City. The Commission's report shall contain recommendations concerning the area to be included in the proposed Historic District.
(c) Copies of the report shall be transmitted for review and recommendation to the Planning Commission and to the State Historical Commission. Not less than thirty days after the transmittal of the report, the Historic Preservation Commission shall hold a public hearing thereon after due notice to the public, which shall include specific written notice to the owners of all properties to be included in such District.
(d) After such public hearing, the Historic Preservation Commission shall submit a final report, with its recommendations, to Council, along with a draft of a proposed ordinance.
(e) If Council deems it prudent to act upon the recommendations of the Historic Preservation Commission, it shall have a first reading of the proposed ordinance and forward a copy of the same to the Planning Commission, which shall, after an additional public hearing, make recommendations to Council.
