(a) At its first meeting, the Historic Preservation Commission shall elect officers who shall serve for terms of one year.
(b) The Commission may establish any rules necessary for the orderly conduct of its business.
(c) All meetings of the Commission shall be open to the public.
(d) The Commission shall keep a record, which shall be open to the public view, of its resolutions, proceedings and actions.
