1220.10 POWERS AND DUTIES.
   (a)   The Planning Commission shall have the power and shall be required to:
      (1)   Prepare the comprehensive plan for the development of the City as set forth in the Act of July 21, 1968, No. 247, and present it for the consideration of Council;
      (2)   Maintain and keep on file records of its action. All records and files of the Commission shall be in the possession of Council.
   (b)   The Planning Commission shall, upon request of Council:
      (1)   Prepare and present for consideration to Council, and, after adoption, maintain for Council, an official map, and make recommendations to Council on proposed changes on such map as set forth;
      (2)   Prepare and present to Council a zoning ordinance and make recommendations to Council on proposed amendments to it;
      (3)   Prepare and administer subdivision and land development regulations; (4) Prepare and administer planned residential development regulations;
      (5)   Prepare and present to Council a building code and make recommendations to Council on proposed amendments thereto;
      (6)   Prepare and present to Council a housing code and make recommendations to Council on proposed amendments thereto;
      (7)   Hold public hearings and meetings;
      (8)   Require from other departments and agencies of the City such available information as relates to the work of the Planning Commission;
      (9)   In the performance of its functions, enter upon any land to make examinations and surveys either after permission has been obtained from the owner or after public notices; and
      (10)   Do such other act or make such studies as may be necessary to fulfill the duties and obligations imposed by this chapter.
   (c)   In the performance of its powers and duties, any act or recommendation of the Planning Commission which involves engineering consideration shall be subject to approval of the City Engineer or the Director of Public Works.
