In accordance with Section 413 of the Library Code, all moneys appropriated for the maintenance of the Library and all moneys, if any, received from other sources for its use, shall be under the control of Council, to the extent permitted by law, and may be disbursed under the direction of the Board of Directors of the Library with the approval of Council, to the extent that such approval is permitted or required by law. The Board shall have all of the rights and duties delegated to such Board by the Library Code and shall present a financial report to the City annually. The City shall arrange to have the accounts of the Treasurer of the Board of Directors audited annually as in the case of other Municipal expenditures.
