(a) Council hereby agrees to maintain and/or assist in the maintenance of the Sharon Free Public library in accordance with the provisions of Section 401 of the Library Code, the act of June 14, 1961 (P.L. 324), as amended, at a level of financial support that will insure that the Library will have an annual income from local sources of not less than two dollars and twenty-five cents ($2.25) per capita for the population of the City so as to be able to qualify annually for State financial aid in accordance with Section 303(1) of the Library Code, as amended.

(b) Council reserves the right to impose a line item budget relative to the funds allocated to the Library by Council for its operation.
