(a) Hours of Operation. All parks and playgrounds shall be open daily to the public from January through December of any year from 8:00 a. m. to 10:00 p. m.
(b) Regulations. No person shall violate any regulation governing conduct in City parks and playgrounds, which regulation has been approved by Council.
(c) Clean-up. Each person or group using a public park or playground shall clean up all debris and leave the premises in good order and the facilities in a neat and sanitary condition.
(d) Prohibited Acts. No person or group using a park or playground shall either perform or permit to be performed any of the following acts:
(1) Willfully mark, deface, disfigure, injure, tamper with, displace or remove any table, bench, railing, public utility or part or appurtenance thereof, sign, notice or placard, either temporary or permanent, monument, stake, post or other boundary marker or other structure, including equipment, facilities or park property, either real or personal;
(2) Throw, discharge or otherwise place or cause to be placed into the waters of any fountain, pond, river or other body of water in or adjacent to a park or playground, or into any storm sewer, or into a drain flowing into such waters, any substance, matter or thing, liquid or solid, which will or may result in the pollution of such waters;
(3) Bring in, dump, deposit or leave in a park or playground any bottle, broken glass, ashes, paper box, can, rubbish, garbage or refuse, or place the same into any waters in or contiguous to a park or playground, or leave the same anywhere on the grounds thereof, other than in proper receptacles where these are provided; where receptacles are not provided, all such rubbish or waste shall be carried away from the park or playground by the person responsible for its presence and properly disposed of elsewhere;
(4) Start any open fire for any reason, except with the special approval of the Fire Chief for such an event; charcoal, propane or gas-type barbecue in a suitable grill or stove shall be permitted;
(5) Disturb the peace or use any profane, obscene or blasphemous language;
(6) Endanger the safety of any person by any conduct or act;
(7) Commit any assault or battery or engage in fighting;
(8) Bring intoxicating liquors or drugs onto the premises;
(9) Violate any rule for the use of the parks or playgrounds made or approved by Council and/or the Recreation Board;
(10) Prevent any person from using a park or playground, or any of its facilities, when such use is in compliance with this chapter and the rules applicable to such use;
(11) Swim, bathe or wade in any waters or waterways in or adjacent to a park or playground;
(12) Engage in special activities, including flying model airplanes, golf practice and games, except at locations specifically designated for such activities by Council; areas for such activities may be reserved by groups for use at specified times;
(13) Bring any dangerous animal into a park or playground, or permit any dog to be in a park or playground unless such dog is on a leash not more than six feet long;
(14) Vend, sell, peddle or offer for sale any commodity or article within a park or playground, unless given express written permission by Council, except for employees or officials of a park or playground acting on behalf of the City;
(15) Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription, or erect or cause to be erected any sign on any public land or road adjacent to a park or playground, except by special approval of Council;
(16) Hold a meeting or give a speech relating to religion, politics, labor or other controversial subjects or distribute a picture, handbill, pamphlet, periodical or other literature on religion, politics, labor or other controversial subjects; or
(17) Pick, break, pull, injure or disturb any flower, tree, shrub, fern, plant or vine on such grounds.
