(a) The Superintendent of Parks shall see to the enforcement of ordinances relating to the parks and playgrounds and he shall enforce all rules relating to the use of parks.
(b) The Director of Recreation shall also see to the enforcement of ordinances relating to the playgrounds and shall enforce all rules relating to the use of the playgrounds.
