1068.02 SUPERVISION.
   (a)   All parks in the City shall be operated and maintained under the supervision of the Superintendent of Parks.
   (b)   All playgrounds in the City shall be operated under the supervision of the Director of Recreation and maintained under the supervision of the Superintendent of Parks.
