After final passage of this chapter, it shall be the duty of the owner or agent of property in the City, occupied either as a family unit or as an individual within the meaning of this chapter, to report to the City any change of occupancy of such property, and to give the name and address of such adult occupant within thirty days after the occupancy begins. Each new occupant shall then execute, on the form provided by the City, a receipt acknowledging possession and custody of the recyclable containers.
