It is the intent of the City to supply to each residential unit a container which is to be designated for recyclables. Each resident will be required to execute a receipt acknowledging custody of the container and his or her obligation to maintain the same at his or her residence for use by himself or herself or his or her grantees, successors and assigns. Containers shall, at all times, remain the property of the City.
