1060.04 COLLECTION PRACTICES.
   (a)   Frequency of Collection. Refuse shall be collected at least once each week by the City.
   (b)   Limitation on Quantity. It is the intent of this chapter that the reasonable accumulation of refuse of each family unit for the collection period will be collected for the standard charge. The Director of Public Works may refuse to collect unreasonable amounts of refuse or may make an additional charge for such amounts. No person, other than a resident of the City, shall place for disposal any refuse on streets or alleys. In addition, no resident of the City shall accept, from any person not a resident, refuse which is intended, or which the resident should reasonably believe to be intended, for disposal by the City as part of the City's residential refuse collection.
   (c)   Special Refuse Problems. Items not part of the City's regular garbage, rubbish, recyclable or yard waste collection program shall be collected and disposed of only through prior satisfactory arrangements having been made with the Director.
