1060.02  ADMINISTRATION.
   (a)   All residential garbage, rubbish, recyclables and yard waste accumulated in the City shall be collected, conveyed and disposed of by the City, or by contract let by the City.
   (b)   No person shall collect, accumulate or convey over any of the streets or alleys of the City or dispose of any residential garbage, rubbish, recyclables or yard waste accumulated in the City without first securing a permit or license therefor from the proper licensing agent of the City.
   (c)   All collection and disposal of residential garbage, rubbish, recyclables and yard waste in the City shall be under the supervision of the Director of Public Works. He shall make regulations concerning the days of collection, the type and location of waste containers and such other matters pertaining to the collection and disposal of refuse as he sees fit. Such regulations shall be subject to the approval of Council and shall not be inconsistent with the provisions of this chapter.
   (d)   All commercial, industrial, and institutional establishments, that own, occupy or use property in the City of Sharon, shall be bound by all provisions of this Chapter excepting only that all non-residential owners and possessors shall be responsible to see that the person or persons in possession of their property enter into, and maintain, or are provided with, a service arrangement with a licensed service provider to remove garbage rubbish and yard waste and to recycle recyclable materials, during the term of their possessory interest. For purposes of this subsection, the grantor on any unrecorded article of agreement or agreement of sale shall be considered the owner of the property which is the subject of same.
   (e)   All persons, firms, co-partnerships, associations, or corporations, that own property in the City of Sharon, that is used for residential purposes, shall be responsible to a service arrangement with the Contractor designated by the City to remove residential garbage. For purposes of this subsection, the Grantor on any unrecorded Article of Agreement or Agreement of sale shall be considered the owner of the property which is the subject of same.
