In case the owner or owners, after due notice (where the same is necessary to be given), fail, neglect or refuse to lay or construct sidewalks in front of their premises, or to repair the same, it shall be lawful for the City to contract for and do such work as the agent of the respective owner or owners. The Director of the Department of Public Works, or any other person authorized by Council, shall contract for the performance of such work. The City Engineer shall see that the work is done as provided by the contract and the ordinances of the City.
