The notice to lay or construct sidewalks, or to repair the same, shall be served upon or given to the owner or owners, if they can be found, by the person or persons serving the notices. Where the owner cannot be found, the notice may be served upon his agent in the City, if there is one, or upon the occupants of the premises. If the premises are unoccupied, then such notice shall be posted in a conspicuous place upon the premises. In all cases where the owner is a nonresident, and his post office is known by the person or persons serving the notices, the notice shall be sent by registered mail to the nonresident owner in addition to the other services of notice required by this chapter. Council may also, by resolution, provide for publication as to nonresident owners.
