Exceptions to the requirements of this chapter shall not be permitted except upon written request by the applicant and approval by the City Manager. Exceptions shall be granted only upon a showing by the applicant that the proposed work is minor in nature and poses a minimal risk to public health and safety. The City Manager may request and utilize the recommendation of the Inspector with respect to any exception request. The City may impose any reasonable conditions to the granting of an exception.
