The portion of the City within the boundaries of the proposed Keystone Opportunity Zone, as set forth in Resolution 228-98, passed November 24, 1998, is exempt from real estate taxes in accordance with the provisions and limitations hereinafter set forth, in accordance with the Pennsylvania Keystone Economic Opportunity Zone Act (hereinafter "the Act"), for a period of twelve years, commencing January 1, 1999.
