As used in this chapter:
(a) "Deteriorated property" means any industrial, commercial or other business property, excluding property used primarily for residential purposes, owned by an individual, association or corporation, located in a "deteriorating area," as hereinafter defined, or any such property which has been the subject of an order by a governmental agency requiring such property to be vacated, condemned or demolished by reason of noncompliance with laws, ordinances or regulations.
(b) "Improvement" means repair, construction or reconstruction, including alterations and additions, having the effect of rehabilitating a deteriorated property so that it becomes habitable or attains higher standards of safety, health, economic use or amenity, or is brought into compliance with laws, ordinances or regulations governing such standards. Ordinary upkeep and maintenance shall not be deemed an improvement.
(c) "Deteriorating area" means that area in the City bounded and described, generally, as follows:
(1) On the north by the City limits; on the east by the back property lines of the properties on the eastern right-of-way line of Sharpsville Avenue, Walnut Street and South Dock Street to the City limits; on the south by the City limits; and on the west by the back property line of the properties abutting the western right-of-way line of South Irvine, North Irvine and North Water Avenues to the City limits.
The specific boundaries of the deteriorated area are set forth in Schedules A and B which are appended to original Ordinance 5-79, passed February 28, 1979, and made a part thereof.

(2) On the north by East State Street; on the east by Flowers Avenue; on the south by a series of alleyways; and on the west by Stambaugh Avenue, being City Lots 4-AA-25, 4-AA-26, 4-AA-27, 4-AA-28, 4-AA-29, 4-AA-43 and 4-AA-22, and portions of City Lots 4-AA-4 and 4-AA-5, as the same were rezoned from a Residential Low Density "R-1" District to a Neighborhood and Local Business "C-2" District in Ordinance 13-81, passed June 24, 1981.
The specific boundaries of this deteriorated area are set forth in Schedule C which is appended to original Ordinance 8-83, passed March 23, 1983, and made a part hereof.

(3) All City lots abutting East State Street, or contiguous to lots abutting East State Street, if under common ownership, from Sharpsville Avenue east to the Hermitage line.
The specific boundaries of this deteriorated area are set forth in Schedule D which is appended to original Ordinance 13-83, passed June 16, 1983, and made a part hereof.

(4) City Lots 4-AA-29-A, 4-AA-30, 4-AA-31, 4-AA-32 and 4-AA-33, being generally bounded by Stambaugh Avenue on the west; Connelly Boulevard on the south, a sixteen-foot alley on the east and a sixteen-foot alley on the north.
