Council shall have the right to promulgate such rules and regulations which in its opinion are deemed necessary to effectuate the faithful performance of this chapter and shall have the right to grant exemptions, exonerations or relief from payment of such tax to particular individuals in accordance with laws now or hereinafter in effect providing for the same.
