No person shall give any exhibition open to the public, with or without charge, in any building, tent or enclosure, of any fixed or motion picture or theatrical performance, until and unless an annual license for such building, tent or enclosure has been obtained from the Mayor by the owner or lessee of such building, tent or enclosure. No owner or lessee of a building, tent or enclosure shall knowingly permit any other person to give an exhibition open to the public, with or without charge, of any fixed or motion picture or theatrical performance, in an unlicensed building, tent or enclosure.
