829.99 PENALTIES.
   (a)   Any person who shall violate any provisions of this Chapter shall be fined and required to pay:
      (1)   For conviction of a first offense: three hundred dollars ($300.00).
      (2)   For conviction of a second offense with regard to the same property: five hundred dollars ($500.00).
      (3)   For conviction of a third offense with regard to the same property: eight hundred dollars ($800.00).
      (4)   For conviction of a fourth or subsequent offense with regard to the same property: one thousand two hundred dollars ($1,200.00).
   (b)   Further, a person who shall violate any provision of this Chapter may have their license(s) revoked and may not be eligible for the renewal of their license(s). Any person who is required to pay any fine as prescribed by this Chapter and has not paid the same, shall not be eligible for a renewal of any license. Each day, or portion thereof, that a violation exists or continues, shall be deemed a separate offense, and punishable as such. In addition, the City shall have the right to file a municipal lien against any property of a landlord whose actions or inactions in violation of this Chapter requires the expenditure of any funds, or the incurring of any costs, by the City, said lien to be perfected in the manner as required by General Law.
