Any person desiring to conduct a fumigation by any gas which, by itself or in combination with other substances, liberates a gas, fume or vapor in a concentration of more than forty parts per million, shall make application to the City for a license to operate as a fumigator on forms to be provided by the City. Such application shall be accompanied by a fee of five dollars ($5.00) to cover the cost of the examination hereafter provided for.
