(a) Ambulance. No person, either as an owner, agent or otherwise, shall furnish, operate, conduct, maintain, advertise or otherwise be engaged in, or profess to be engaged in, or in any manner hold himself or herself out to the public to be engaged in, the business or service of transporting patients upon streets, alleys or other public ways or public places within the Municipality, unless he or she holds a currently valid license for each ambulance so used, issued pursuant to this chapter.
(b) Ambulance Service. No person, either as an owner, agent or otherwise, shall furnish, operate, conduct, maintain, advertise or otherwise be engaged in, or profess to be engaged in, or in any manner hold himself or herself out to the public to be engaged in, the business or service of transporting patients upon streets, alleys or other public ways or public places within the Municipality, except in conformity with a valid license for an ambulance service issued pursuant to this chapter.
(c) Personnel. No ambulance, during its use in the transportation of patients, shall be operated, and no individual shall drive, attend or permit it to be operated, on streets, alleys or other public ways or in public places within the Municipality, unless it is staffed by a person holding a currently valid license as the driver, attendant-driver or attendant, issued pursuant to this chapter.
(d) Exceptions. No such licenses are required for an, ambulance or ambulance service, or for the driver, attendant or attendant-driver of an ambulance, which:
(1) Is owned and/or operated by an agency of the United States Government;
(2) Is rendering assistance to an emergency service licensee, as set forth in Section 820.07, in the case of a major catastrophe or emergency with which the emergency service licensees within the Municipality are insufficient or unable to cope;
(3) Is operated with a licensed physician in attendance with the patient within the ambulance; or
(4) Is operated from a location or headquarters originating outside of the Municipality and is transporting patients who were picked up beyond the limits of the Municipality and who are being taken to locations within or outside the territorial limits of the Municipality.
