Any tree which is deemed by the City's Health or Code Officer to be a danger to public welfare or public or private property, by reason of its damaged or diseased condition, is hereby declared to be a public nuisance. The owner shall be notified, in writing, to either trim or remove said tree within a time period specified in said notice.
