(a) The owner or occupant of any ground within the City, having trees thereon along the line of any street, alley or sidewalk, shall cut and trim the same so that the branches thereof do not extend above the line of any street, alley or sidewalk at a height of less than twelve feet from the surface thereof.

(b) In the event that such owner or occupant fails to comply with subsection (a) hereof, then the City shall have the right to cut and trim such trees and charge the cost thereof to the owner of the land. The cost of such work shall be a lien upon such premises from the time of the cutting and trimming, which date shall be determined by the certificate of the person doing the work, filed with the City Clerk. Upon failure of such owner or agent to pay such cost within thirty days of the assessment thereof, the City shall have the right to enforce its lien against such premises in the manner provided by law.
