In order to promote clean air for the residents of the City and to promote the public health and welfare, Council hereby adopts the following recommendation of the Shenango Valley Air Pollution Committee that the City adopt the following State Air Pollution Control Commission standard for clean air: a maximum of sixty-five micrograms of soot, smoke and/or dust per cubic meter of air per year and a maximum daily average of .02 parts per million sulfur dioxide content over a year with not more than .10 parts per million during any twenty-four hour period.
