Manure shall not be permitted to accumulate in stables or roosts, but must be placed in watertight containers. The size of containers shall not exceed eight feet in length, four feet in width and five feet in depth. Such containers must be provided with a lid so that flies cannot have access to the contents. Containers shall not be filled to within more than two inches of the top and containers must be kept from becoming odorous at all times.
