No garbage, pomace, offal, dead animal, decaying matter, organic waste substances or rubbish of any kind, including building materials and/or debris, shall be thrown or deposited into any ravine, dump, gutter, street, alley, highway or yard, or into the waters of the State, or otherwise be permitted to remain exposed upon the surface of the ground.
