As used in this chapter:
(a) "Public or common nuisance" means that which is set up, maintained or contained so as to be injurious to health, or an obstruction to the use of property, by interfering with the repose, health, safety or life of any considerable number of persons.
(b) 'Waters of the State" means and includes all springs, streams and bodies of surface and ground water, whether natural or artificial, within the boundaries of the State.
