There is hereby established an administrative commission to be known as the Sharon Human Relations Commission. The Commission shall consist of five members, each of whom shall be a resident of the City and all of whom shall be appointed by Council. The term of office of each member of the Commission shall be five years or until his successor has been appointed and qualified, provided that in the first appointment to the Commission, one member shall be appointed for one year, one for two years, one for three years, one for four years and one for five years. Vacancies occurring in the office of a member of the Commission for any reason shall be filled in the manner aforesaid for the unexpired term. Three members of the Commission shall constitute a quorum for the transaction of business. No member of the Commission shall hold office in any political party. Members of the Commission shall serve without salary but may be paid expenses incurred in the performance of their duties. Each member appointed to the Commission shall, before entering upon the discharge of the duties of his office, take an oath or affirmation to support the Constitution of the United States and the Constitution of the Commonwealth of Pennsylvania and to perform his official duties with fidelity.
