In order to expedite the cleaning of all streets within the corporate limits of the City, no vehicle shall be parked on any street between the hours of 12:00 midnight and 10:00 a.m. of the following day where the proper authorities have posted such streets indicating the temporary prohibition of parking. The temporary prohibition of parking during the street cleaning process shall be effective notwithstanding other provisions authorizing parking on such street, which provisions are temporarily suspended during the period required for street cleaning purposes in accordance with the provisions of this section.
