The driver of any vehicle shall not turn the vehicle so as to proceed in the opposite direction unless the movement can be made in safety and without interfering with other traffic.
"U" turns are prohibited on the following streets or portions of streets:

Case Avenue, the entire length.
East Connelly Boulevard, the entire length.
West Connelly Boulevard, the entire length.
North Dock Avenue, the entire length.
South Dock Avenue from East State Street to Connelly Boulevard.
Fisher Hill Street, the entire length.
Forker Boulevard, the entire length.
Hall Avenue, the entire length.
Highland Road, the entire length.
North Irvine Avenue, the entire length.
South Irvine Avenue, the entire length.
North Main Avenue from West State Street to North Water Avenue.
North Oakland Avenue, the entire length.
South Oakland Avenue, the entire length.
North Railroad Avenue from East State Street to Reno Street.
North Sharpsville Avenue, the entire length.
South Sharpsville Avenue, the entire length.
East Silver Street, the entire length.
West Silver Street, the entire length.
Stambaugh Avenue, the entire length.
East State Street, the entire length.
West State Street, the entire length.
Thornton Street, the entire length.
Vine Avenue from East State Street to Reno Street.
