Upon receipt of written notice from the Chief of Police or other person designated by Council, no person in charge or control of any property within the City, whether as owner, tenant, occupant, lessee or otherwise, shall allow any partially dismantled, nonoperating, wrecked, junked or abandoned vehicle to remain on such property more than thirty days after receipt of such notice, and no person shall leave any such vehicle on any property within the City for more than thirty days after receipt of notice from the proper City official that he is in violation of any of the provisions of this chapter.
