No tow truck operator shall be requested by the Police Bureau to remove and impound any vehicle unless such operator has provided to the City sufficient evidence that it has obtained collision and comprehensive insurance coverage of not less than twenty-five thousand dollars ($25,000) per occurrence and that the same is in full force and effect while towing and impounding vehicles under the provisions of this chapter.
