The Chief of Police is authorized to remove and impound, or to order the removal and impounding of, any vehicle parked on any of the streets of the City in violation of any of the provisions of the Vehicle Code of Pennsylvania or of any ordinance of the City. No vehicle shall be so removed or impounded except as provided in this chapter.
