(a) Whoever violates or fails to comply with any of the provisions of this Traffic Code, for which no penalty is otherwise provided, shall be fined twenty-five dollars ($25.00).
(b) All necessary costs shall be imposed upon the person convicted of violating or failing to comply with any of the provisions of this Traffic Code. In addition, the Bureau of Police shall have the authority, in the event that any vehicle is violating any of the provisions of this Traffic Code, to tow away or cause to be towed away such vehicle and to impound or cause to be impounded such vehicle.
