(a) It is the purpose and the spirit of this Traffic Code to limit the use of the streets and highways within the corporate limits of the City for the parking of motor vehicles, to provide off-street parking facilities, to expedite the free flow of traffic over and through the streets and highways of the City, to ameliorate traffic conditions and to minimize traffic congestion. No person shall utilize any of the streets, highways, alleys or off-street parking systems and sites for any purposes, other than parking as herein defined and for the movement of traffic, and it is specifically prohibited that any of the parking facilities provided herein shall be used for the purpose of conducting any business or enterprise or to advertise any product, business or enterprise with the following exception:
(b) The area on the west side of Vine Avenue for a distance of seventy-five feet north of East State Street shall be designated as a specific site to be used by any person or religious, charitable or philanthropic organization under the following conditions:
(1) Such person or religious, charitable or philanthropic organization desiring to make use of such area shall make a written application to the Chief of Police indicating his or its desire to use such area, the purpose for which such use is to be made and the date and time he or it desires to use the area.
(2) Such application shall be submitted to Council by the Chief of Police for approval or rejection.
(3) In the event Council approves such application, the privilege to use such area shall immediately be granted by the Chief of Police.
(4) No person shall use such area without prior approval of Council.
