(a) The City hereby adopts the Pennsylvania League of Cities Deferred Compensation Plan for the voluntary participation of eligible City employees and hereby appoints the Pennsylvania League of Cities as bargaining agent with any and all powers and authority to accomplish the objectives of the Plan according to the understanding of the League.
(b) The Director of Accounts and Finance is hereby authorized to execute for the City individual participation agreements with every employee electing to participate in the Plan, to act as the Administrator of the Plan, representing the City, and to execute all agreements and contracts necessary to implement the Plan for the City or an individual employee.
(c) It is implicitly understood that other than incidental expenses of collecting and disbursing employees' deferrals and other minor administrative matters, there is to be no administrative cost to the City for the program.
